Most everyone today has access to some type of broadband whether it's cable, phone company or satellite. Your decision should be based on your budget. The only other consideration I would suggest that you look into is the upload speed. If you are managing your own site you want a relatively fast upload speed.

One of your biggest issues in developing your own website is your hosting service.  Depending on what you are going to do and what type of online business you intend to set up will drive your decision on selecting a web host. 

For example if you are an Internet Marketer you will need the capability of generating multiple web-commerce enabled websites that may or may not require add-on or sub domains. You may also need multiple email addresses for each domain or service. If you want to have a www.yoursite.com site, you will need to first find out if your domain name selection is available and secondly register it immediately. Having your own domain name will lend distinction to your site and have the appearance of a more professional look to your viewing audience.
